His point is without the NFA registration and tax stamp, you are noncompliant. Pretty much any brace pistol is illegal (which takes near 300 pages to explain) and your braced pistol is now considered an SBR for which you don't have the registration and tax stamp - that's the illegal part.
Note that before with SBRs, you had to get the registration and tax stamp before purchase/assembly. Now, your already-possessed, legal braced pistol and the other 40 million in the country are considered SBRs. You have 120 days from 1-13-2023 to "bring them into compliance." Technically, they are not currently in compliance and, hence, illegal by state law. Whether the state will enforce this is questionable but here in Libtard Pima County, you never know. I witnessed a poor guy have all his guns taken away on the basis of false testimony of an embittered spouse by an anti-2A judge and do-nothing lawyer saying "don't worry; you'll get them back in 2 years" with no conviction or anything. Sure, that is unconstitutional, but that Brady Law has not run the gambit of being declared unconstitutional yet and it has been a long time on that one. This flimsy ATF re-interpretation and reversal certainly does not pass the common sense test but it takes lots of time and lots of money to "fix it." Meanwhile, owners get to ponder how to deal with that evil brace and render it inoperable.
